The Brighton Pavilion benefits from the lack of cultural heritage facilities in the local area by charging too much for a 1-2 hour linear experience that will appeal to those with specific architectural or historical interests, or the well-heeled middle-class white tourist. Whilst elements of the building are very beautiful and extremely interesting, it cannot be said that the Pavilion is fulfilling its commitment as the major cultural heritage resource within the Brighton and Hove community.
